adds to page template Template:Constants which adds for all pages Constants/xx language bar and adds pages to categories (for /jp - Japanese and Object Pascal Introduction/jp)

Hello Derakun,

there is a little tip for make your translated pages little better. There are 3 navigation links at the bottom of each page (previous/contents/next). In English pages they refer to English pages. You can make they refer to Japanese pages. For example, in string:

[[Punctuation_and_Indentation|previous]] 

Punctuation_and_Indentation - name of page
previous - text for show on page (may be modified by any way)

So, if you change Punctuation_and_Indentation to Punctuation_and_Indentation/ja this link will refer to your previous page. And so on.
